One of the armies at the Euro event ran 4 lights, each with C3i.
I think 2 mechs were BR Solis and one was the CW Vengeance Soli complete with Phelan Ward.
I've seen on the WK site the clarifications over range etc, but the German guy also said that, even if Phelan Ward "locked up" an opposing Mech with Zellbringen, he could still use his C3i to help out against other targets.
I think the card wording is "could" make a RCA.
Does this interpretation fit in? Surely not.
Anyway, a nice idea (the C3i swarm - not the bit about Zellbringen) but I think as fast as the Solis are, their short range forced them to come in too close and they were prevented from assisting with their C3i by finding themselves in a base to base situation.

My interpretation is that the Zellbrigen ability counts Vengeance out. So no, it can't use it's C3i to help out the other Mechs.
It has been clarified that the target must be able to be a legal target of the C3i "helper" in every way. Even if it could make an indirect attack, it's C3i cannot be used. Even if it has streaks, it cannot be used. Since Zellbrigen makes every other target an illegal one for Vengeance, it cannot target other units, and so cannot use C3i.
