Le Julz gives a ballistic shooter the ability to ignore blocking "when making a ranged combat attack."
At the start of your Command Phase, James Carrot in Magister can cancel an opposing pilot's ability as long as he can draw a LoF to that target.
If I take LE Julz and Carrot/Magister...
Lets suppose my LE Julz is within 6 inches of some blocking that is inbetween Carrot/Magister and my opponent's Jack, also equipped with another LE Julz...
So, does my LE Julz's ability clear a LoF for James Carrot at the start of the Command Phase and allow him to cancel the other Julz' ability? The wording on Le Julz's card is that here abililty only kicks in when a ballistic shooter makes a "ranged combat attack."
If this is the case, Carrot's ability won't go through the blocking, even though he can make a ranged combat attack later in the turn.

If this is the case, Carrot's ability won't go through the blocking, even though he can make a ranged combat attack later in the turn. This is correct. Julz' ability only clears the line of fire when an attack is made, and Carrot needs clear line of sight at the beginning of the turn.
