It happens periodically. Usually it happens to clean up confusing issues and remove lots of rules errata from the FAQ. Also it consolodates all the various rules inserts into the main source.
I'm not saying there won't be any surprises (NAAT for any heroclix players out there(No Attack After Taxi)), but generally revisions to the rule book can happen when we're expecting a new base set type set (for which we are long overdue).
